Smurfy if it works when it wants to and maybe it may turn on by itself it is probably the wiper control board. It is a small bd mounted to the firewall mounted in a black plastic casing. They are around $25.

thanks but no it doesnt turn on by itself. when i turn it on sometimes it works sometimes it doesnt. when it doesnt i have to literally get out and pull the wipers to get it to move. then most the time it will work..............till the next time!!!!!

I had an 98 S10 blazer and my dad had a 00 Silverado that did the same thing. On both I just pulled the cover off the wiper motor and disconnected the control board plug and resoldered the connection to the board. Both had bad solder joints. It was about a 15 minutes fix for each one. Not sure if that problem still exists for the newer pickups but it's worth a check to save some money.
