As far as I can tell HSO is basically just Silly Town run wild and FM is mostly a less used version of the old site.

I'm hopeful that once things are finalized and given time to grow one of the two sites will get back to what it once was. But there is also the risk of both sites getting to diluted by the split that neither are viable.

I know for me personally if I have a question I'm looking to get answered I've started using another sites where I've been getting more and better responses. FM/HSO use to be my go to spot to get the widest range of opinions and fastest responses but not anymore.

FM is on the decline. Some of the forums are internet deserts. However, from a pure business standpoint I would would enhance the so called " Silly Town" as it seems that's what most people want. I'd also look at finding ways to increase the traffic for ice fishing and create forms around that.
