What's the purpose/normal/typical use of the stuff?

Electrical supply houses normally have self-fusing silicone rubber tape if that is what you are looking for.

Yep, thats what I'm looking for. It's great for attaching reels to the icerods. Thanks for the suggestion.

3M brand 33+ is the tape you want. It's 3M's highest quality regular electrical tape, and it's sold at your local hardware store in a variety of colors, however it is not a silicone tape. Do a search on 3M's HSOforum and you will be able to find the silicone tape.

look in the electrical section at most hardware stores. Its awsome stuff. I always have a roll or two with. It will be a roll of black "tape" that has a clear cellophane backer. No adhesive so no mess!!!

You can get Silicone Tape at Fleet Farm. It's on the shelf right next to the regular-old-crappy-gets-brittle-and-oozes-adhesive electrical tape.

So, what is the tape of choice for taping reels to ice handles? I have cork, not the wood handles.

Making tape first (this won't damage the cork), then electricians tape.

I've never had plain old electrical tape ruin my handles or get sticky. I just make sure to take it off after the ice season and put it back on in the beginning. I've never had much luck finding the silicone tape. Someday I'm sure it will pop up but until then I'm not worrying too much about it.
