OK....me and my partner were drawn this time for 12....But, I would not be surprised if they have to run it again...there's something screwy here...

First of all, we were drawn, bought liscense and hunted last year...so, we should have lost all our preference...

On the first, (incorrect info) drawing, we did not get drawn, and our preference showed up as 1 which would have been the correct number...

Now, on the RE-DRAW....We get drawn! But, our preference level shows up as 2....So, somewhere along the line we gained a preference point even after we supposedly lost them all last year when we purchased our liscense!! Good for us...but, I'm guessing it's not been so good news for others....Anyone out there in Zone 12 that knew they had 2 or more preference points going in and didn't get drawn???

O.K., So, I checked with a neighbor who couldn't hunt last year, so they applied for zone 99 to gain a preference point...this year they apply for zone 12, (the same zone I'm in), they didn't get drawn...and their "preference level" shows up as 2, which should be correct, according to this from the DNR Bear web page...

Preference levels: Each year that you apply for a bear license and don't get drawn for one, you earn a preference point until you are drawn. If you are a first-year applicant or a previous-year winner, you are a preference level 1. The higher your preference level, the better chance of getting a license. For example, a preference level 2 has a better chance of getting a license than a preference level 1. Group preference works the same way. Some of our lottery drawings you can apply for as a group, such as this one; your group's preference is the same as the preference of the member with the lowest preference level.

And…Here’s what I got when I checked my number…Remember, I was drawn & purchased a license last year (2010)

Congratulations! Your number (XXXXXXXXXXXXX) was drawn as part of the lottery in area 12 zone 12.

Your preference level is 2.

Your group preference level is 2.

So, again, where did I get the extra point??

Bog, where did you get that information from? If that's the case, what is even the point of having a zone 99 "preference only" choice? I'm pretty sure you're wrong on that...and anyway...according to the info I posted previously from the DNR HSOforum...I should have only had 1 preference point this year, since I was drawn and purchased a license last year...I'm will in to bet that they will re-run this thing again!

And here's the "rule" from the Mn Legislative HSOforum...it says..."the commissioner shall give preference to hunters that have previously applied and not been selected"...it doesn't say to 50% of those hunters...

97B.405 COMMISSIONER MAY LIMIT NUMBER OF BEAR HUNTERS.

(a) The commissioner may limit the number of persons that may hunt bear in an area, if it is necessary to prevent an overharvest or improve the distribution of hunters. The commissioner may establish, by rule, a method, including a drawing, to impartially select the hunters for an area. The commissioner shall give preference to hunters that have previously applied and have not been selected.

I called the D.N.R. Office in St. Paul several years ago. Some bear hunters were getting drawn every year. One guy said he had been drawn every year for the last 10 years. I did not believe him so I went to the source. The man I talked to told me they do the drawing this way.

Goose...yes, you will! And you'll gain another the next time you apply...

Bog, We were drawn in zone 12 for 11 years straight, but that was back when the permit numbers were alot higher and applicant numbers were down...the last few years in zone 12 the applicant numbers have been triple of the available license...and in the 2010 harvest report it shows that all preference level 2 or higher were picked and only 25% of level one applicants got a license...this year, they cut the permits by 25%, so if the preference level ratio's for applicants stay roughly the same, no one with a level one would be drawn...maybe applications are way down because of gas prices, etc....guess we'll find out! But I still don't understand how I ended up with 2 points this time when "by the rules" I should have only had one...anyone else notice this discrept from the first drawing to the second?? Maybe we gained a point on the re-draw??

lichen fox I agree I also got a license last year and got one this year and have 2 preference points. I should have 1. Another person in the same area did not get a license last year and did not get drawn this year and should have before me. This has to be wrong.

Yes, something seems odd...unless Bog is correct...that only in only 50% of permits awarded, the applicants preference even matters! So, if there are 400 permits in your area...200 are awarded by preference...and the other 200 by "random"...so if there were 400 applicants with a level 2, 3, 4, or more preference points in the drawing, only 200 of those are shoe-ins...the other 200 have as good a chance as a first time applicant!

Yup - apparently I wasn't drawn this year with 2 pref points - but i got drawn and got one last year. And yes, that was earlier this morning, and the results are gone again.....

Now they have the link to the story of the lottery being rerun. They forgot to put for the 3rd time. Maybe they will get it figured out by July 28th so you can have 1 day to buy a tag.

THIS IS RIDICULOUS! I can't believe how frustrating this is. A guy can't plan when to take off work, or plan other trips with a untrustworthy system like this.

I am going to email the MN DNR how unacceptable this is and sh%$#^& this process has been!

Hmmm cant seem to find access to the new results.jeeze some guys dont a lisence, i cant ewven check. weired found it last time, now alls i get is news segments on the lottery to be rerun.

This crazy JB, I have the same thing. Cantget to where u check for results, it seems a few of you have tried, an found out but theres no link that I can find, just news releases, I find it possible that for a third time there will be a drawing, wonder how many points we'll get going in this time? Fox, i cant help but wonder if your right, with all this computerized system in teh world, if we were all in the drawing again, it's possible that we all gained a another preference point going in, but it dosent explaine that if your were drawn, you chould lost your points, not kept them. They better figure this out ASAP. Boar
