Nasty stuff, but Naval Jelly has made some of my old rusty American Racing rim shine when I was young. Apply it two or three times and you will only see some pitting.

third vote for Navel Jelly does work but the real fix is a state with no salt like Arizona but the fishing is the compromise so I'll deal with the salt

xrust or exrust - made by the same folks that make Kroil. Even nastier than navel jelly, but works a lot faster.

3m makes some stuff as do other people that use chemical reactions. google for it with 3m rust converter or your equivilent

if you want to just cover it up and stop it, try some chassis saver paint you can put it right over rust and stop it
