If I'm reading the regulations properly, yes you may. This is from page 8 of the 2007 fishing regulations booklet.

 Quote:
• To qualify as a resident, a person must maintain a legal residence in Minnesota for at least 60 consecutive days before purchasing a license.

• Residents 21 or older must provide a valid Minnesota Driver’s license or ID card, unless exempt under the Religious Freedom act.

• A nonresident under age 21 whose parent is a Minnesota resident.

• All residents age 15 and younger are allowed to take their own limit of fish without purchasing a license.

Yep, if you take someone out under 16 they can have two and you can have two. That would be a lot to handle with a 4 year old though. I would say a rod for each (may go down to just the one for him if the bite is good) and then use a tipup. You could use two tipups if you want. But again, if the bite is hot, that would be a lot. They have to monitor their line, but you can help pull them in.

That's how it technically is. I myself would do a rod for my daughter, if the bit is lite a rod for myself and put one tipup out. Taking the kids out you aren't there so much for a meal as you are for the fun of them getting on some fish even if they are potato chips.

I just took my 4 year old out ice fishing this past weekend, and more than one line per person was plenty. And in the end, I put a bobber on my line and helped the 4 year old set the hook and she reeled them in.

Maybe the most important part isn't how many lines you can use, it is how long you keep the kid out there. No action, getting cold - 30-45 minutes. I used to let the kids take their skates and go out and screw around if they wanted. Don't turn the kid off or you'll have a lot of years alone in the boat/ice house.
