From Catfish John on the other referenced thread:

Thanks for pointing that out Uncle Grump. A person wouldn't know that from reading the reg booklet. I was intrigued by your post so I did a little research, here's the actual statute:

97C.325 Prohibited methods of taking fish.

(a) Except as specifically authorized, a person may not take fish with:

(1) explosives, chemicals, drugs, poisons, lime, medicated bait, fish berries, or other similar substances;

(2) substances or devices that kill, stun, or affect the nervous system of fish;

(3) nets, traps, trot lines, or snares; or

(4) spring devices that impale, hook, or capture fish.

(
B)
If a person possesses a substance or device listed in paragraph (a) on waters, shores, or islands, it is presumptive evidence that the person is in violation of this section.

© The commissioner may, by rule, allow the use of a nonmotorized device with a recoil mechanism to take fish through the ice.

It appears that the commish could change the rule to allow them if he so desired.

I've never seen them sold in any stores here in MN.

They are device that turns the rod into a spring that impales the hook.

Maybe they are legal. Anyone ever use one here in MN & get questioned by a C.O. or talk to a C.O. about them?

A Slammer is a nonmotorized device with a recoil mechanism, so it may be ok. I would want a clarification on it from a CO before using them to be sure.

They sell Trot Lines too in stores in ND and MN, and they are not a legal means of angling. So just because they sell them it is not a valid determination if they are a legal angling method in the state. I would check with the CO for sure.

I posted the "they are illegal in MN" post on this topic in the other thread that Hanson referenced w/ his link. This is based on a conversation I had w/ my local CO a few years back. I had found "slammers" referenced in another fishing forum, and liked the way they worked, but being cautious, made the phone call first.

The same applies to the "yo-yo's" I mentioned - its non motorized, but spring loaded. Since they (device) set the hook for you, it makes them a no-no according to my C.O.

I have not seen them for sale in MN, but that doesn't mean anything, as Ed C. pointed out. Stores will sell you anything that they themselves can't get in trouble for. Ever heard of "let the buyer beware"?

Check w/ your local C.O. See what he/she says. Get a another opinion or five or six, and may someone can have the "fun" of duking this out in front of a judge. As for me, I will abide by what my C.O. told me.
