People might want to calm down on what they pay for water. You might give some government or business owners to go back to pay toilets.

I can remember as a kid the Grey Hound Bus Depot had pay toilets but the urinals were free. I can remember when I had to use the toilet and my mom told me to hold it until I got onto the bus because it was free.

They also had paid TV viewing seats in the terminal.

Ya just gotta be a little careful drawing well water for gardens and lawns though, especially during these last two pretty dry summers. Not hard to draw down that well too quickly when she's not refilling that quickly.

Both St. Paul and Minneapolis get their water from the Mississippi. At a meeting in WBL the guy from St. Paul said they are 40% under their allocation of usage from whoever controls those things. It seems very likely that the White Bear Lake problem is caused by excessive use of wells, both public and private. Water consumption figures from the local area show dramatic increases in the summer which at least logically has to be attributed to lawn watering. The use of conservation rates that kick the price up dramatically after a set number of gallons of water is one way to deal with the problem. As Dtro has found you can let it go or pay big bucks to keep it green. At some point there likely will be more things such as rules that don't allow for watering. I think a lot of places have the ability to implement water bans but enforcement is pretty spotty.
