Residents and nonresidents alike can fish anywhere in Wisconsin for free, with not licenses or trout stamps needed. One of those regulations is group bagging; you can only keep 1 limit even if you are giving those fish to your friends. If 5 guys want to keep 5 limits, each guy must keep their own limit.
