Residents and nonresidents alike can fish anywhere in Wisconsin for free, with not licenses or trout stamps needed. This includes all inland waters and Wisconsin’s side of the Great Lakes and Mississippi River.

Note that all of Wisconsin's regulations still apply though. One of those regulations is group bagging; you can only keep 1 limit even if you are giving those fish to your friends. If 5 guys want to keep 5 limits, each guy must keep their own limit. So don't just try to bring a couple bodies with so you can keep more fish; those guys have to be catching too.
