That's not necessarily true. You can use a spinner on a body of water that is not totally enclosed in that WMA. I'm assuming the same is true for doves, but you probably won't be hunting them over water.

Can you use wind-driven spinners? I didn't see any rules against them in the regs, just motorized ones.

Wind spinners are ok just motorized ones are illegal.

I like the idea of trying new approaches I'm not exactly sure how a spinning wing decoy would work with Doves though.

They truly are deadly on doves, especially the Mojo Dove....

waterfowl at any time during the duck season

taken from 2008 MN Waterfowl Regs Pg 9

Since duck season isn't open and I am not intending to attract waterfowl, I am legal.
