No, take their license away and make a record of what went on. If caught fishing now without a license after what they have already done you can now throw the book at them and hit their pocket book beyond belief and toss em behind some bars for a while. You don't just not take their license away just because you think they'll go anyway. You take it, and when caught without one, you hit em hard.

I was at Lake Rebecca a few years ago fishing off shore and decided to call it quits after catching a few little crappies. As I was getting into the truck to leave I saw an oriental guy with a couple kids loading up their gear. All the sudden a DNR pulled up. The older guy was carrying two file gallon pails, one was full the other 3/4 full of 6-7 paper thin crappies. Right away one of the girls started to run towards the fishin pier, the DNR said stop right there. 3 more kids came up to the vehicle and the DNR then said I know what your doing bringing back more people. He then layed out the crappies in rows of 15 (old limit) and said that even though they had three more people than was with the party they were still 8 limits over!!!

The whole time I was sitting in the truck right next to their car watching. The oldest girl kept looking at me giving me the dirtiest look.

A few years ago at another regional park watched a couple younger guys keeping bass before season. Figured to do the right thing was to confront them and tell them they were a week early. They sort of laughed at me so I walked away. Decided to call the DNR on my cell and then sat back and fished as I watched the DNR pull up and both kids got tickets!!!

Another time on the same lake a oriental guy was keeping some really nice bass a couple weeks before season. He said he was native and could keep them, right. My brother put on my BASS hat which looked like a badge and pretended to be the DNR. Before I knew it the guy dumped the fish back in the lake, hopped in his car and sped off.
