I believe you're right.  In Minnesota, only 5, 6, 7 shot allowed?  I've been shooting the Magnum Blend Hevi-Shot (a combo of these three sizes) in my 20 ga with awesome results.

From the 2017 MN DNR web page.

 

Method of taking

Firearms

• A person may only use shotguns 20 gauge or larger, including muzzle-loading shotguns.

• Only fine shot size No. 4 and smaller diameter may be used.

• Red dot scopes and range finders are legal.

 

Do not take my word for this- Read all the rules regarding Turkey Hunts for 2017.

MN DNR regulations only say the largest size to use is #4.   So #9 should be legal.

 

From what I have read on the turkey forums I follow where lots of guys pattern test shells, the TSS loads in #7 do not perform as well as the previously best loads (for 20 gauge) which is Federal Heavyweight #7.  Unfortunately Federal stopped making the HW shells when they switched to TSS.   The few guys who have found TSS in stock in #9 though are reporting very impressive patterns though, far superior to TSS #7.
