Given the lakes named on the sign and having to report your catch within 24 hours, along with the limits makes me believe that it is for native spear fisherman.

Could be entirely wrong though, seeing how I am guessing. Would be awesome to have in the man cave, not sure about $465.00 awesome, but awesome none the less.
