Been a while since I even paid attention but I think the culling rule in MN kicks in once you put a fish in the livewell.

I don't think it has that much to do with tournaments per se, it's more about fish getting dragged on stringers or hanging half out of the water in a wire basket, then getting 'released' when an angler catches a bigger fish.

Back when they were discussing rewriting some of the tournament rules in MN I somehow got on the group that was meeting. I guess it was because I'd had some (not too kind) things to say about muskie tournament formats around that time. Whatever, I got asked, I showed up. It was pretty interesting. A lot of tournament groups (especially the FLW at the time) were asking for waivers for some rules, especially culling and live release during warm water months, for specific events/organizations. The DNR (rightly, I think) argued that it was a slippery slope. If you give a waiver to the FLW, why not the Fedaration, or BASS, or PWT...

I'm not really arguing the merit of the rule, although I don't think it makes a lot of sense as it's applied, and its wording is so vague it gets interpreted pretty widely.

But for the guy in the event, that's the rule he's fishing under, sensible or not. Feel bad for the guy but he's obligated to follow the rules. It's no more ambiguous than a dead fish penalty in that regard.

Culling was just a no-no if he already had his 5 fish limit though right? I mean if he only had 4 in the box with this fish and then culled it for a smaller one he would have been fine right? Granted that defeats the purpose of culling as you wouldn't knowingly throw out a good fish just in case you catch a bigger one.....

I did a bunch of digging on this.. as I have fished many tournaments and never been called on for culling. But it looks pretty black and white that Mille Lacs and WI border waters, which they were fishing are special regulations.

The WI border waters thing is really outdated and stupid. For years, you couldn't cull in WI but you could cull in MN as long as you didn't possess a full limit. MN law didn't allow culling on the border waters because of the WI law. WI changes their law to allow culling and now MN hasn't bothered to change their culling law????
