Given that they are microscopic in early stages, noamount of monitoring is going to stop them. One drop ofwater can carry many of these critters. So, since itis a biological problem, the state needs to considerbiological remedies. Wherever they came from, theremust be something that preys on them....every organismhas things which eat it. Importing a species whichpreys heavily on them may be the only way to keep themin check, and yet we need to make sure what we importdoesn't have too many adverse effects. (Like the USDAimporting the japanese beetles to control aphids - weall know how well THAT worked out!)
