Great Blue Heron -Wired??

First Blue Heron I've seen this spring. When I downloaded the image there seem to be a funny lump on it's shoulder. Is this just natural or could this be a tracking device?

Looks almnost like a watch?! Maybe he was having a hard time telling what time to leave on the migration. Could be some type of tracking device I guess. Hard to tell from that angle how it is even attached. Thanks for posting though! Take care and N Joy the Hunt././Jimbo
