As far as exposing snow and just a basic explanation of how to photograph it. Keep in mind the meter in your camera is designed to see objects as a middle grey (you may have heard of an 18% grey card). When it sees a scene dominated with snow it does what it is supposed to, renders the snow grey by underexposing the bright white in the range of 1 to 2 stops under. Your shot above has darker objects such as the water, trees giving the scene a more "average" exposure.

The best way to compensate for that bright snowy scene is to add exposure compensation in the order of 1 to 2 stops over. There are many ways to do that, adjust ISO, change aperture, change shutter speed or use your exposure compensation setting, your choice.

Keep in mind a cloudy day or a scene not dominated by bright snow will change how much you need to change your exposure compensation.

Your question about water will be much the same as snow. Shooting into the sun off of water will also fool your meter much like snow will.

seeing that you use a point and shoot camera, there's a chance that you cant change your ISO, FStop, and Aperture settings.

The best bet is to try taking pictures with the different "programs" that the factory has predetermined what you need already. You can try portrait, landscape, or sport to give your photos a more crisp feel. Also, check to see if your camera has an auto white balance. If it does, you should be able to change the settings of the white balance to remove some of the bleach.
