placing decoys confusion

I was reading over the waterfowl 2009 regulations and on page 6. It says

" placing decoys: a person MAY NOW place decoys in public waters or on public lands MORE THAN TWO hours before lawful shooting hours for waterfowl.:

I turned to page 9 under decoys it says

“NO PERSON may place decoys on public lands or in public lands MORE THAN TWO hours before legal shooting hours."

So how early can I put them out? On one page I can put them out more than two hours and the other says not more than two hours. I’m pretty sure they changed it to more than two, but I just want to make sure.

i'm pretty sure the rule is you can start placing dekes 2 hours before shooting hours, but not before

2 hours before shooting time, versus the usual 1 hour before shooting time.

On the lines of confusion, the part in the Waterfowl regs in regards to motorized decoys is confusing too. Does "through Saturday October 10th mean you can start using motorized dekes on Saturday or starting on Sunday? I just got my first mojo for this year's season.

i always understood it as sunday you can start using em. and if you arnt sure, just start sunday. if you miss one day that it is legal to use them, whats it gonna matter?

ya, i know one of my buddy's has one and we have just always started on sunday.

MOTORIZED DECOY RESTRICTIONS

From the opening day of the duck season (and on Youth Waterfowl Day) through Saturday October 10, a person may not use a motorized decoy or other motorized device designed to attract migratory waterfowl. On water bodies and lands fully contained within state wildlife management area boundaries, a person may not use motorized decoys or motorized devices designed to attract migratory waterfowl at any time during the duck season. This restriction applies whether the motor is running or not. Devices without motors, such as wind-powered spinning-wing decoys, are not restricted under this law.

I have read the regs multiple times but just meant it would be easier to understand they stated something like "you can begin using motorized decoys on Sunday October 11th.

I think that thru sat the 10th mean until the close of the day hunting then on the 11th you can use them much like hunting until sunset law

i saw that right when it came out and would you even try to put them out more then 2 hours before..that would be dumb you know the all mighty dnr would screw you on that.
