There are plenty of perfectly harmless substances that can be used for chumming other than fish. Without giving away too many secrets I heard cucumbers work well. On a more serious note, yes minnow juice would probably work quite well. How about taking an old film container, pill bottle, etc... and drilling small holes in it. From there you can add some oatmeal and sardines/juice (margarita mix might work well too). Put it on a string, and bam, chum in a bottle. Drop it to the bottom when the gills aren't bitting or there aren't any in the area, pick it up give it a little rattle.......and the rest is history. This came out of Fur Fish and Game Magazine. Scatfish showed me this one with the blender he got his wife for x-mas! Now you know why he drinks S.T.s beer! He He. Steak and eggs for all.
