Tom,

I don't think there's pressure there, it's before pump.

You should be able to just twist it open. You will loose some gas, so get rags to catch the spill. Also be sure to get o-ring out and reposition it correctly when installing.

Usually they are stainless steel, regular carb cleaner should work fine. If it's plastic I would just blow some air to clean deposits and reinstall

I havent done anything with mine yet so I dont know this for sure, but I think you just replace it, I think the filter assy is sealed. Although I never tried to turn it off.

I thought that too and when I went to the marina to buy a new one the guy in service said just twist it off and clean it. I haven't tried it yet but today looks like a good day to do it.

a'ight - I was able to take a look tonight and it was very easy. First, disconnect the filter assembly from the bracket it is attached to - careful not to drop the nut. I did this so I could get a grip on the filter cup. Then I used a little muscle to unscrew the cup. If you are steady when unscrewing the cup you won't spill a drop of gas. I dumped the gas and found a couple small particles of junk in the bottom of the cup and blew it out. Then I went back and looked at the actual filter - it just pulls out(the filter looks to be paper). I checked it out and it looked clean but I blew it off anyway - be careful here - I had my compressor turned up full and gas went all over when I hit the filter with air. I turned down my compressor and hit the filter a few more times. Then I put it all back together and pumped the bulb a few times to fill the filter cup. Hope this helps.
