What are the MN regs on Snaring rabbits/hares?

Do I need a trapping license?

I can't find them specifically listed under furbearers.

But I do see there are regs on sizes and placement of snares.

yes you need a trapping license. i don't know much about the rest.

I don't believe you need a trapping license for snaring hares. We did this for years, and it was always our understanding that snaring snowshoe hares with picture wire wasn't considered to be trapping per se.
