fishwater
The only place I'm aware of is Soderbloom's Snakors product. They're on the web.

HookedUp
I made my own, was one of the simplest projects ever. Take a bicycle tube (local bike shops have plenty in the garbage) and cut it off on each side of the stem leaving you with a long rubber tube. Take a nylon tie the tie one end as tight as you can and cut of the excess nyton tie. Use a funnel, a two litre pop bottle with the bottom cut out works great, and fill the tube with pea rock. While filling the tube, gently shake it to get it filled; shaking too vigourasly can cause the tube to expand and get over filled. Once full use another nylon tie to tie off the end you filled through. I have several of these and they work great. Early season before there is snow I usually throw three in the bottom of my otter, they work great to hold down the flaps and you don't have to deal with using slush which soaks up your canvas or freezes it to the ice. Northlander
If Jay Soderbloom still has some left thats the 1st route I would go. 1 tip is to put a garbage bag on the inside as you put DRY sand in the Snakor. That will keep the sand from freezing up on you. If you hit the St. Paul show check out Reeds. They had a really nice water proof sand tube. I got some and put my Soderbloom snakors right inside, only because I already had some, and they are on year 4 now and still in great waterproof shape.
