i am more of walleye fisherman, but i am really starting to enjoy fishing panfish. i notice that the fish do not like if if the lure is spinning. i am just wondering what causes this, and what is the best way to get it to not do it.

I think it's mostly caused by the action of jigging the lure and the line twists. Old line also develops a twist and this can add to the problem. The best way to stop it is to have fresh line and use a small swivel about a foot above the jig. Try that and see if that doesn't help.

To avoid line twist and lure spinning, a few simple things you can do are ....

Close your bail by hand instead of reeling to close it, this will save a twist or two every time .....

Don't reel against you drag, all that does is twist and weaken your line .....

Strip off and replace worn and twisted line, a few feet at a time is all that's needed ......

Just because the fish you were fishing did not seam to bite on a spinning jig does not mean that panfish in general do not like a spinning jig. Sometimes when fish become sluggish in bitting I have started spinning the jig by pinching the line between my thumb and finger and twist it. In many instances thats all it took for those reluctant fish to bite.

There is no one way to get fish to bite. Try many different techniques when fish are there but do not want to bite.
