Tire or anti-lock brakes?

Hi everyone. I have a 2005 Subaru (sorry, I drive a lot) and every so often I get a loud slapping coming from the right rear tire. This tire is wore about 1/16th more than the others. It sounds like a piece of rubber has been taped to the tire and is slapping the road. It changes speed with the speed of the vehicle. I swapped the back two tires and the noise went to the left side. When I slightly pull up on the emergency brake when this is happening you can feel it thru the lever. Do you think it is more likely an issue with the tire having a broken belt or is the excessive wear causing the anti-lock brakes to kick in every so ofter?. Thanks for any help. By the way, I have only had this car for about a month.

Thanks for the input. I had the tire balance checked before it was removed from the wheel and the guy said it was way out. There was nothing visually wrong with the tire or wheel so he mounted and balanced it and now I will see if this takes care of the issue. Thanks again.

^^^^ This makes me think it's more tire or wheel related also. I can't recall any vehicle I've ever driven where the ABS pulse speed changes with the speed of the vehicle.
