I believe the rule is...if they have a liscense then that counts towards their limit if they except them. If they don't, he can gift them with his liscense number and they must have that with the fish but THEY ARE included towards his total.

Are they elders? Incapable fisher-people?

Try talking with this person before doing anything though. Don't assume and don't rely on here say. This person is probably just helping out people who love fish but are physically unable to do so...

He's giving to people who are capable of wetting a line. And i know these people don't have a license. The guy that's giving the fish away tells me he does it all the time. Just irritates me because i hardly keep any fish cuz it's always in the back of my mind that i could catch this one when he gets bigger! I'm starting to think that he is just a meat fisherman. Only goes to keep a limit and doesn't enjoy fishing if he cant fill the live well!

• Lawfully taken fish may be transferred as a gift if accompanied by a receipt

containing: name and address of the owner, name and address of recipient,

date of transfer, description of the gift, and license number (DNR number

or transaction number) under which the fish was taken. The receipt must

remain with the gift. The recipient cannot possess more than the statewide

possession limit.

Last year while I was fishing Alaska I talked to a resident who told me Alaska has a regulation which allows for proxy fishing. Disabled or elderly people can designate a specific fisherman as their license holder. This person can fish for and take a limit of fish for that person as well as one for themselves. I thought that it was a good idea and would like to see a rule like this in Minnesota.

If the guy has a liscense and wants to give his fish away and as long as he is not taking more than his limit than he is not doing anything illegal. Perhaps the folks he donates to does not like fishing but likes to eat fish. I have friends I give fish to for the very same reason. I see nothing wrong with it. I also know a guy that love to fish but don't like to eat fish so they give away all they keep. To each there own.

It goes to show you that we are not all the same...and there is nothing wrong with that! Some people like antlers, some like meat. Some like to eat fish for a meal, some go out and want trophys. It's not all about what YOU want. Fish how you want and let others do what they want...within the laws of course. FYI-I fish like you but I shot a spike buck this year to fill the freezer...and I don't care what others say, espicailly when eating my venison jerky and summer sausage!
