How deep on a tip up

How deep do you put your bait when using tip ups. I usually use a sucker minnow and have set them anywhere from just below the ice to the bottom and I have had one small pike on thats it. Whats the secret I set them out everytime I fish and I usually just end up getting my hands cold putting them away empty. Thanks for any advice.

First of all, start using deadbait. Ciscos, smelt, herring. They outfish live suckers 4:1 in my experience. If all if all I have out are two tip-ups, one is half way down and the other a foot or two off the bottom. If you're getting so few flags, even with live suckers, it's probably because you're not in a good pike location.
