Can a landowner hunt both the 3A and 3B seasons with his Landowner tag if he is in a lottery area????

This question came up and I couldn't find a good answer in the regs. The regs say yes in all the areas but the lottery areas so I am assuming that he cannot do this as he is 344, a lottery area.

Or, can he hunt it but only shoot a doe? Or is it no to everything.... Thanks.

Can't do it in lottery areas at all. I believe the landowner is asked A or B when they get the license.
