This is a stupid question. But are these supposed to be topwater baits? When I burn them on top of the water they have good action but when they are submerged the action is weak and they roll alot.

Yes, they are a top watter bait. A soft plastic weedless buzzbait of sorts. They work well, but hookups can be difficult at first.
