I asked the DNR this same question last year, if you are in a dark house, you must use a spear, archery equipment isn't legal. It would be fun to use a bow, but it's not legal. I think if you could find fish in open water in the winter, you could still use your bow.

The LLBA checked this matter. It is legal to shoot carp with a bow during daylight hours in a fish house. But you cannot posses any game fish regardless how you took them so leave your spears and rods home. And you cannot shoot pike with a bow. The president of the LLBA went to the St. Paul HQ to clarify this law.
