South Bend Tip-Up - how do i set it up?

Just got myself a set of 3 tip-ups @ Dick's and can't figure out how to set it up. I think I am doing everything right, but once its set up, no matter how hard I pull on the line, the flag does not come up...What am I doing wrong? Is there a secret to setting it up?

I'm not familiar with the south bend tip ups... but did find them and looked at them.. Is the screw holding the line too tight?

apparently they removed the link to a site that sells those things...its a very simple & cheap tip up with 3 pieces of wood-2 that cross & one up & down. there is a metal attachment to the wood piece that goes into the water. One end of that metal piece goes inside the reel & another has a hook that you are supposed to attach the flag to. Once the line is lowered, the metal hook that is inside the reel that locks the line in place-so when you try to pull on the line, nothing seems to happen-its stuck in one place & the flag does not pop up...Confused

I looked online and those look a little strange. I'd return them and get something that models a Beaver Dam tip up. I bought the wooden Frabill one from FleetFarm for ~$14 and it is nice.
