I fish in the Minneapolis area and have caught plenty of channel cats upstream from the Ford dam, but no flatheads. How far upstream can flats be found? Are there any upstream from the Ford dam?

You'll find lots of flathead all they way up to St. Anthony Falls. Might be some upstream of there, but not nearly as many.
