If it is that would most likly be your problem.Either way only one sulution,start over,I'm no expert but experienced in block walls and retaining walls,and your best wall is how its started befor a block or brick gets laid! You may need geogrid like the previous post depending on the hieght of your wall, but it also might be related to your bottom course, was one row burried? is that bottom row tipping?Also my experience is that the fill used behind can make a big difference.
