Are we talking about the fan (blower motor) that heats/cools the interior or the fans that cool down the radiator?

I'm guessing the blower motor as most would not realize that fans can have more than one speed.

Macgyver55, is correct. Most likely it is the blower motor resistor. It is usually located near the blower motor under the dash and will likely have four or five wires comming out of it. I can't ever recall changing one in a Toyota so I couldn't tell you specifically where it is or how difficult it is to replace.
