Can someone explain to me why you can get a archery and rifle tags, archery and muzzleloader, but if you don't bowhunt and want to hunt the rifle and muzzleloader seasons you must buy an all season license?

because that's two firearms seasons you want and that's never been allowed until they created the new multi licenses. You could always buy an archery license and a gun license even before the more liberalized license options.

I don't think they'll change it the way you are looking for, and I personally wouldn't even support it.
