I've used CLR before and worked pretty good,also works at getting the grime off of the motor

Alot depends on the condition of your boat's exterior. The more weathered and porous it has become, the more that the rubber particles will be embedded into the surface. Sometimes chemicals will get it out but often there needs to be some form of abrasion. When we have a customer at the shop with this problem, we just go at it with a buffer and some rubbing compound. It's gone in about 10 minutes.
