The VRO mixes the oil and the gas. I believe is stands for Variable Ratio Oiling or something like that.

My honest opinion is to get rid of it and mix it yourself. I had one fail on my 70hp around the same year as yours. I learned a hard lesson....don't trust your alarm system. If you decide to still use it, and this is new to you, I would mix your oil and gas as normal, and put a piece of tape on your oil tank. If it is working the oil line will drop. (you will get some smoking because of the extra oil, but shouldn't be any harm). But if it's not working, you are still safe with the mixed stuff.

But again, I would disconnect it altogether, along with the oil alarm and mix it yourself.

Some will say that it's a reliable system, but I don't trust it.

One mechanic thought it might be sending too rich of a mix, maybe accounting for idling and starting problems. I hate to put one in and it not help, $$$$. I am bringing it to an OMC shop--hope they can test it.

It may be your carbs are dirty. I just rebuilt mine (87 70 horse evinrude) after having some problems with warm starting and it works great now. I have VRO on mine and it works fine, but when my fuel pump/VRO unit went they did say that the replacement pumps are much more reliable than the original and mine ran $230.
