Question

I have 1999 honda here is the problem When you are at full throttle the engine tends to spit and sputter once and while but yet there is still a full tank of gas I took it in for a tune up and they supposedly went through everything and it still does it once and a while my question is could it be something it the tank itself or something else?

Check your owners manual. I've had several Honda 4 strokes and it sticks in my mind that the "sputtering" you refer to is an over-rev limiter. I may be wrong, but the manual will tell you.
Believe it or not it IS possible to run an outboard at less than maximum rpms. HA! It might even last longer.

Ufatz has definitely a good point, if your prop is slightly smaller than what you need it will send motor to high rpms, thust the rev limiter kicking in.
If you have a chance to test it with a slightly lsrger prop (pitch, not diameter) and have same symptoms, then you know it is a problem.

I had the same problem with my 15 HP honda twice. In both cases, it was the gas line connector (on the hose) that was the problem. It was leaking just enough to suck in air and cause the same type of symptoms you are reporting. The first time, I replaced it with a Honda replacement part (from the local Honda Dealer) and had the same thing happen 2 months later. After the second occurrence, I replaced it with a generic Honda style connector, and havent had any problems since.

Sounds like it can't get enough fuel if it is only happening when the tank is half empty and lower. Check your vent to make sure it is working, check your line to make sure it doesn't collapse or doesn't have a leak, check the primer bulb to make sure that it doesn't collapse, and check your fuel tank. Alot of tanks have screens on the pickup inside the tank so check that. Also make sure the pickup is seated properly and has enough access to fuel when you are running at full throttle.
