Leftover turkey permit question

I have not researched it at all yet, but I was wondering if the leftover permits are only available to people that actually applied, and failed to get their permit?
Or can a guy run to a license agent, even though he has never applied, and snatch up one of those leftovers?

You need to have applied and not been picked.

Anyone heard when the left over permits list will become available? I unfortunately did not get picked.

Hoss, from what I understand, you can try for surplus licenses on March 15th at 5:00p.m. at any license agent.
