Disclaimer: I'm not an electrician.

If you have a properly grounded outlet for the wash machine, no additional grounding is needed. To my understanding, that ground wire is required for the old 2 prong outlets that have no equipment grounding conductor.

The only ground to a water pipe that is allowed these days is to the water main (on the main service side of the meter) that comes out of the ground and must be within 10' of that entrance. And this is only used for your main electrical panel ground in older houses (and a ground clamp on both sides of the meter is required for that)

Someone chime in and tell me if I'm way off.
