My 35 HP Evinrude wont go over 10 mph?

I have a 1977 Evinrude 35 H.P. tiller motor that has been maxing out at about 10 mph. It is pushing a 1988 Lund Pike 16'

I know the motor has a top speed with this boat of about 30 mph but for a while now it refuses to go over 10 mph. I just had it in and got the carbs cleaned and had the fuel lines and filters checked as well.

Not sure what the problem is but no matter how much weight is in the boat (one, two, or three people) it still maxes out at 10 mph.

Any thoughts on what may be wrong with it?

Well it turns out my motor works just fine. I had so much weight in the back of the boat that I couldn't get the boat to plane out.

I might look at those "fins" that go on the cavitation plate. I'll have to make a new post and ask a few questions I think.

... Yes, the motor would top out at about 28mph.
