I have two spots close to the end of the driveway that has this growing...

When I lived in that same part of the state, I had the same thing in my lawn...

It's slightly harder to kill than the illegitimate child of the Terminator and Highlander.

Other than the time I accidentally spilled the gas can on some, I just learned to live with it.

It is worth noting that I seeded my lawn at one point with a seed blend that included a high percentage of "Creeping Red Fescue" and it could not out compete the CRF.

Creeping Red Fescue can be invasive, yes.

That looks like a Rough Blue Grass / not Quackgrass / not Crabgrass from the pictures.

Anyways, it doesn't really matter, the solution is the same.

Round-up and reseed. You COULD try cutting it out, but remember that the roots will go out much farther than the actual plant.

If you leave any of the root structure there, it will turn into another plant.

If you only have little areas, you could either try painting the roundup on with a paintbrush or roller, the hockey stick / sponge setup, or just shoot the entire area with roundup, and reseed.

I haven't brought myself to use Round up yet in hopes I could fix some parts of my lawn but it may be time. How long after I use round up can I seed?

It should say on the label. Somewhat dependent on the product used.

With Round-Up you can seed right away. One thing that is nice about that stuff. I tell people to wait a couple days until everything is browned up and seed away.

Yup. Would tend to agree based on the photos. Hard to see the clasping auricles and to tell for sure in the 1st pic if that's a rhizome but it sure looks like one.
