new wording on chumming in '13 regs

there's a little red arrow that says "New" by the wording about chumming in the '13 regs

the way I remembered reading this section in previous years, it did allow for us to toss a handful of corn in the water to get the carp all fired up

an officer would have to be a real jerk to hassle a catch and release carp fisherman for tossing a bit of corn in, but by the book it appears he/she can now

here's what the new regs say;

(page 16 under "Other")

• Littering of any materials, including parts of fish or other animals, and depositing

rubbish, poisonous substances,

or chemicals harmful to aquatic life

into public waters, onto ice, or lake or stream shores is illegal. “Chumming”

(depositing fish parts or other material into public waters to attract fish) is

unlawful. Fish line and various packaging materials can be harmful to wildlife.

Basically all that changed is that they clarified that "chumming" is with corn/ground bait would apply to littering. It was illegal before, but now the word "chumming" exists in the booklet for clarity. Prior you would be ticketed for "littering" as the chum would be considered litter. I image this same law makes feeding ducks illegal too, though I doubt that is enforced.

Gotcha. Thanks for the clarification. Chumming using fish entrails has always been illegal but you're right, corn was sort of a gray area in the past.

Chumming is legal in a lot of states.

It is kind of strange, I have seen tv shows with international fisherman throwing ero larva and such into Mn lakes when fishing for Brim (sunfish).

Or

OK, I get it, carp are for the comerial fisherman and the guys with bows.

To bad pure fishing isn't getting a cut in the carp fishing market (not a lot of money in selling corn for bait). Money talks!!!!!

yeh, I doubt they were sitting around going "ya know, those carp guys just have too many advantages over the fish what with throwing handfuls of corn in and everything..." smile

I'm not gonna worry too much about getting caught this year if I happen to toss a handful or two of corn in while I'm chasing "The Queen of the Rivers"

Not throwing thing into the lakes, HA HA HA and a ROFL.

I live in south central Mn. Farm fields are tiled and main lined right into the lakes. crops are planted right up to the waters edge (no buffer zone). The waters in this part of the state are for draining farm fields........ If you think differently,,,,, well I have this bridge for sale. Then there is Unimin and fracking sand on the Mn river (OTTOWA and KASOTA Mn).

The thing is Perch and sunfish eat corn too. So, how can feeding fish be bad for our lakes? Is farm run off? Is mining sand for fracking? Or should we just feel good that we as fishermen can do our part by not throwing a hand full of corn in the water.

Nice thought, but I would just say no. The MN DNR are a bunch of babies who are afraid of a few things and it's unfortunate.

By chumming, you can just throw meat and stuff and the fish will eat it. Put the chum in a nylon mesh and bobber it or drop it and take it home when done.

The thing with laws is, the law-makers don't have to explain the purpose of the law. There is probably some noble intention, but no one can seriously believe a waterway is harmed by a handful of corn tossed by a carp fisherman. It would be my hope that any DNR officer with a true concern for the resource and its users would refrain from enforcing the letter of the law in this scenario.

I'm sure someone will be victim of an overzealous officer from time to time, but I don't think its likely to happen frequently. Rough-fisherman aren't high on the list of concerns.

Strange, I asked a CO about chumming for carp last summer. He told me to use corn or try dog food. Tried dog food in a minnow trap to try to draw them into a specific area with no luck. Carp swam buy it with no interest after being in the water for a few hours

I am sooooo not excited about Carp fishing this year!

I have never caught a Carp in the lakes in my area with a Nightcrawler. Never! Rivers, Oh yea. Lakes, never.

It is good to see some of our DNR officials are being progressive and are making decisions to further enhance the Mn fishing experience. NOT!

We never did it before, so why should we do it now. Stay the course. Heck you could pay me to say that year after year. After year.

Unfortunately I won't be much help... That's not me in the pic... that's an Englishman (is that PC? Is englishperson the preferred nomenclature?) fishin somewhere in England.

A quick web search for "Carp fishing bite alarms" brought up some results if you want to check some out though
