i would think it would help shrub off some heat but keeping the coils clean similar to a car radiator or condenser will help more than anything. i have to do mine once a month because of the dust that collects in the coil. always clean from the inside out meaning disconnect the power, remove the covers from the unit, with your hose, spray the coil from the inside to push the dirt, leaves, and debris out. in the past if the build up was real bad i would use oven cleaner on them. today however due to cheaper quality aluminum coils i wash it with clean water then spray simple green on it, let it sit and then wash it out again. It helps a ton.

does spraying water on the cooling lines do anything to help?

Are you talking aboot the 2 copper lines at the condensing unit? If so, no, do not spray water on them. Ones your compressor suction line and the other is your high pressure liquid line.

Keeping condensor fins clean is important. In this high humidity spraying water on the fins may help or may not. If the system is properly designed the condenser will still condense the refrigerant at this high of temp without the aid of water, if they fins are clean.

In theory yes it would help the system not having to work so hard. Window units use the evaportor water to aid in making the unit more efficent by spraying water on the condenser via "slinger ring". So yes it would help it. Would it be worth the water bill. Probably not
