2004 Silverado - adjusting emergency brake

I need to shorten the cable on the emergency brake since it doesn't hold on a slope. I found one adjustment connection but it is already as short as it can be. Are there any other adjustment areas or do I have to replace the emergency brake shoes? I can't believe they are worn out but I've been surprised before.

Most likely the friction meterial has fallen off the shoes and disintegrated. There is an adjuster for the shoes that can be accessed with the rotor removed. If the shoes re in good shape and you can get the adjusters to budge you should be able to get them to work. Don't adjust them to high, there just thee brakes so there should be little to no drag on the rotor.

I replaced the emergency brake shoes last Saturday. The video helped with the removal and installation of the new ones. The Chilton Repair Manual helped with the rest. One of the pads had fallen off the passenger side. With the adjusters all the way in and the new pads on the parking brake pedal goes about 40% down. You guys helped me save money again. Thanks.
