What is meant by "on the ice"?

I was reading the regs yesterday and it said that if you catch a fish by angling, while spearing, that is must be immediately released or placed on the ice.

Literally on the ice? Outside the darkhouse on the lake ice?

If you want keep some panfish, would it be legal to put them in a bucket of ice/slush inside of your spearhouse?

I'm just going to start spearing this year and read this in the regs as well. I was reading it as you can't keep it alive to possibly release later. Could this be correct? Strange wording either way. Maybe I'll call the CO.

thats called culling I think and that is illegal also
