advantages of an electric fan?

Yes, they do make a difference depending on what type you have now. Although a properly working viscous fan wont use much more than an electric, but your stuck one will use way more.

The electric will still pull power off the motor (through the alternator) when in use but rarely runs while rolling down the road, so there is some gains to be had.

I have never dyno tested for this but I have read claims of 4 to 8 HP gains. I guess it depends on how much you drive as far as mileage gain vs worth doing, or how far/fast you want to go for HP gains in racing.

do they really improve the hp and mpg? or are they a waste of time and money? also the fan clutch is stuck on my 99 f150..

The answer is yes to your first four questions. You won't really notice the gains, but you can do it on your truck if desired. Replace the fan clutch with another and you'll be good to go. If you like monkeying around with your truck to squeeze out incremental gains in HP and MPG, then by all means install an electric fan. You'll love it.

My van has both a clutched mechanical fan mounted on the water pump and a pusher electric fan in front of the radiators. The electric one really makes a racket when it kicks on, but it makes it so the AC puts out really cold air sitting at idle!
