Chips in garage floor-resurfacing

Thinking of sealing my 20 year old garage floor or resurfacing it somehow. However, how do you fill the chips and gouges in the floor first?

I have used the portland and sand route a few times in the past,doesnt hold up on the shallow chips, their are many different kinds of concrete resurfacer, call around to masonry supply stores, concrete distributors for the best answer.
