Depends on if you take the minnows, leeches, larva in water on a boat & on an infested listed lake and do not transfer them into non lake water after loading. By the way the law is written this would include minnows even in a bag, leeches or larva in a container bought before fishing, taken in a boat on an infested lake. It does now say in the reg but I have read bottled water for drinking used during fishing is ok, but have not heard anything from the MN DNR.

Quote:
Regulations on transport of infested water.

The following regulations apply to the transportation of water from infested waters (violations are misdemeanors or civil penalties of $50 to $200):

water from infested waters may not be used to transport fish except by permit;

persons leaving infested waters that contain populations of spiny waterflea or zebra mussels must drain bait containers, other boating-related equipment (excluding marine sanitary systems) that holds water, and livewells and bilges by removing the drain plug before transporting the watercraft and associated equipment on public roads ($50 civil penalty or misdemeanor);

water from infested waters may not be transported on a public road or off riparian property on infested waters except in emergencies or under permit ($200 civil penalty or misdemeanor).

Yep. Leave the lake water at the lake if it's infected with those two species.

This isn't a new law, but they are going to be enforcing it more along with the boat plug regulation.

but after you change the water over to your fresh stash that you brought from home, how then would you prove to a c.o. that you changed the water, except for offering them a sip?
The way I read the law it doesn't say anything about proof it state you can put drained minnow pail in fresh or tap water when leaving the lake. I would think if I have a 5 gallon bucket of tap water in the back of my pickup and put my drained minnow pail with minnows in it the CO should be able to put 2&2 together.

Limit's quote from the regs is correct about infested waters but I understand the new law goes further this year so you cannot transport your bait in ANY lake water, period.

You'll need a supply of tap water to replace the lake water if you intend to keep your bait.

I just buy less bait according to what I expect to catch these days.

The new law only deals with the boat plug and water carried by compartments in the boat such as the livewell.

The bait regulation that I quoted above is nothing new. You can take your bait home with you in whatever water you want as long as the lake you were on doesn't have the two invasive species mentioned.

Sorry I don't mean to add confusion but want to be clear. What if I go to the bait store, have them fill my bait bucket with water and bait and head out on the lake. So even if I don't put any lake water in the bucket or do anything except take bait out of the bucket as needed when I get to shore I have to drain it and fill it again with more water?

Also a note: If I used the outside tap from my well (pre-filtered) you'd probably not be able to tell lake water from my well water.

I would say yes- refill. The CO will not know if you put lake water in it.

I recently talked with a CO on this and he said to bring a bucket of water from home (ice cream bucket, 5 gallon bucket, etc.) to place your minnows in after you get to the landing. They want to see the bait containers empty of water.
