You have to have a gambling permit to raffle off anything. I am assuming that his local club is a 501C3 organization and is able to attain said permit. I am not aware of anything special needed for giving away guns other than following the NICS rules.

I am an officer at a VFW Men's auxiliary and we have had this discussion. Here is a link that you can go to for gambling rules

Exempt Raffles:

If you have something that is over $1500 and under $50000. You have to apply for a permit ($50) before 30 days before the drawing. 30 days after you have to fill out a form that describes how many tickets were sold and left over and what prizes were given and what were left. Limited to 5 functions per year. Any advertising has to list the top 3 dollar items, the time and location. Also have to post the rules at the location.

Excluded Raffle:

Don’t have to apply for the permit. Under $1500. Still have to post the rules.

Rod & reel combo, braided and/or mono line, knives, flashlights, various tackle/lures, tackle box, ammo storage box, leatherman/multi use knives, rifle scope, gun case, depth finder, etc etc etc.

If there was a raffle fundraiser that had this kind of stuff I would be all over it.
